Chinese and English Language Enhancement Programme for Kindergarten Teachers
Background

In the January 2017 Policy Address, the government invited the Standing Committee on Language Education and Research (SCOLAR) to consider making use of the Language Fund to introduce Chinese and English language enhancement programmes for kindergarten teachers, including training on skills in teaching Chinese to non-Chinese speaking students. To facilitate the implementation of the Kindergarten Education Curriculum Guide (KGECG) in the 2017/18 school year onwards, SCOLAR has invited the post-secondary or tertiary institutions which offer early childhood education programmes to develop and organise the Chinese and English Language Enhancement Programme for Kindergarten Teachers, and will fully subsidise serving kindergarten principals and teachers to undertake the programme. Each kindergarten under the Free Quality Kindergarten Education Scheme will be allocated a total of ten free training places for their teachers, including five training places of the Chinese language programme and English language programme respectively (four training places for teachers and one training place for principal). Subject to availability of resources, the Programme may be offered to other local kindergartens which practise the local KG curriculum.

English Language Enhancement Programme
1. English Language Enhancement Programme for Kindergarten Teachers
Objectives

This short course for kindergarten teachers aims to-

  • improve kindergarten teachers’ understanding of early English language and literacy development/learning of young children
  • enhance kindergarten teachers’ English language proficiency and equip them with essential English language skills for conducting English language activities in class
  • boost the confidence and competence of kindergarten teachers in pedagogies of exposing young children to English in integrated/thematic approach
Programme Content(40 hours)-
  • Introduction to second language acquisition (English Language) of young children
  • Early English language and literacy development/learning of young children
  • English language subject knowledge and skills of teachers, including but not limited to, phonics and pronunciation, grammar, connected speech and classroom English
  • Effective English language teaching strategies for young children
  • Design, implementation and evaluation of developmentally-appropriate English language activities for young children
  • The interface between the kindergartens and primary schools in English language education in local context

2. English Language Enhancement Programme for Kindergarten Principals
Objectives

This short course for kindergarten principals aims to-

  • improve kindergarten principals’ understanding of early English language and literacy development/learning of young children
  • enhance the capability of kindergarten principals in devising their school plan and pedagogies of exposing young children to English in integrated/thematic approach
Programme Content(30 hours)-
  • Introduction to second language acquisition (English Language) of young children
  • Early English language and literacy development/learning of young children
  • Effective English language teaching strategies and developmentally-appropriate English language activities for young children
  • Design, implementation and evaluation of school plan of English language exposure of young children in integrated/thematic approach
  • The interface between the kindergartens and primary schools in English language education in local context
